Evaluation Rules for Scholarships for International Students in Guangdong

为鼓励国际学生刻苦努力学习，引导学生热爱所学专业，促进学生德、智、体、美、劳全面发展，根据《广东省政府来粤留学生奖学金管理暂行办法》（粤财教〔2014〕187号）结合学部实际情况，特制订哈尔滨工业大学深圳校区智能学部来粤留学生奖学金评审细则。

In order to encourage international students to study hard, guide them to love their majors, and promote their comprehensive development in morality, intelligence, physical fitness, aesthetics, and labor, in accordance with the "Interim Measures for the Administration of Scholarships for International Students from Guangdong Province" (Yue Cai Jiao [2014] No. 187) and based on the actual situation of the college, the evaluation rules for the scholarship for international students from College of Artificial Intelligence of Harbin Institute of Technology (Shenzhen Campus) to study in Guangdong are specially formulated.

一、奖学金名称

来粤留学生奖学金。
Scholarship for Guangdong International Students.

二、组织机构

智能学部成立国际学生奖学金评审委员会、评定工作组，师生参与并监督评定过程，确保评定工作公平、公正、公开。

The Intelligent Department has established an International Student Scholarship Evaluation Committee and Evaluation Working Group, with teachers and students participating and supervising the evaluation process to ensure fairness, impartiality, and openness in the evaluation process.

1.评审委员会

智能学部成立评审委员会，由学部分管教学领导为主任、分管国际化领导为副主任，负责对评定工作组的工作督导，裁决学生对评审工作问题的申诉。

The College of Artificial Intelligence has established a review committee, with the teaching leader in charge of the department as the director and the internationalization leader in charge as the deputy director. The committee is responsible for supervising the work of the evaluation team and adjudicating students' appeals regarding the review work.

2.评定工作组

智能学部成立评定工作组，由学部学生工作负责人为组长，班主任、辅导员、外事秘书、专家学者等为成员，负责来粤留学生奖学金评选工作通知的制定与发布、评审、公示等评选工作；负责学生申诉工作以及其他评审委员会交办的工作。

The College of Artificial Intelligence has established an evaluation working group, led by the student work leader of the department, with class teachers, counselors, foreign affairs secretaries, experts and scholars as members. The group is responsible for formulating, publishing, evaluating, and publicizing the notice of scholarship selection for international students studying in Guangdong; Responsible for student appeal work and other tasks assigned by the review committee.

三、参加来粤留学生奖学金评比的基本条件

1. 校区在读全日制国际学生，年龄在40周岁以下。

Full-time international students enrolled at the university who are aged under 40 years old.

2. 在读期间遵纪守法，勤奋好学，品行端正，没有违反中国法律法规和校规校纪行为记录。

During the study period, the students are law-abiding, hard-working, good conducting, and complying with the Chinese laws and regulations, and the rules and regulations of HITSZ.

3. 学业成绩优异，学习表现获得师生一致认可，2025-2026学年，本科生必修课/研究生学位课成绩良好（原则上本科生必修课75分、研究生学位课77分）以上。

Academic excellence, the recognition of academic performance by professors and students, and good grades in compulsory undergraduate courses/graduate degree courses (75 in compulsory undergraduate courses and 77 in graduate degree courses in principle) or higher for the academic year of 2025-2026.

4. 具有相应的汉语水平并提供相关证明（英语授课专业可适当放宽条件）。

Have an appropriate level of Chinese language proficiency and provide relevant certificates (Students from English programs may be exempted from submitting certificates).

5. 不享受此项奖励的学生情况如下：

（1）获得中国政府奖学金及2026年深圳市大运留学基金资助的学生；

（2）休学、清退流程中、在校期间有处分的学生；

（3）2026-2027学年将超学制（2023硕、2024硕、2021博、2022博）的学生。

 （4）挂科超过一门必修课/学位课以上的学生不可申请。

Students not eligible for this award include:

(1) Recipients of the Chinese Government Scholarship or the 2026 Shenzhen Universiade International Scholarship;

(2) Students on leave of absence, in the process of withdrawal, or with disciplinary records in the whole study period;

(3) Students who will exceed the standard study period in the 2026-2027 academic year (Master of 2023 and 2024, Phd of 2021 and 2022).

（4）Students who have failed more than one required course are not   eligible to apply.

 

三、奖励标准及名额 Scholarship Amount and Quota

1. 智能学部全日制留学本科在每人金额10000元/年；硕士在读学生每人金额20000元/年；博士在读学生每人金额30000元/年。

The College of Artificial Intelligence offers full-time scholarships for:

Undergraduate students at RMB 10,000/year each;

Master’s students at RMB 20,000/year each;

Doctoral students at RMB 30,000/year each.

四、申报材料

1. 《广东省政府来粤留学生奖学金年度申请表（一）》（附件1），以下简称《申请表（一）》

The Guangdong Government Outstanding International Student Scholarship Application Form (Attachment 1)

2. 成绩单（需包含2025-2026学年所有成绩）

Academic Transcript (Original copy, should include all the courses in academic year of 2025-2026)

3. 汉语能力证明（验原件，收复印件；英语授课专业可不提交）

Certificate of Chinese language proficiency (Original certificates will be checked and copies will be collected; Students from English programs may be exempted from submitting certificates)

4. 如有可以证明自己综合能力的文件，如论文、专利、获奖证书等，可在申请时一并提交（验原件，收复印件）。

If you have documents that can prove your comprehensive ability, such as thesis, patent, award certificates, etc., you can submit them together with your application (Original certificates will be checked and copies will be collected).

五、评选过程

（一）学生申请 Students Application

根据通知截止时间前，符合条件的申请人填写《申请表（一）》1-14项，研究生联系导师、本科生联系班主任填写第15项中的评语及意见，将全部所需材料提交至所在学部评定工作小组。

According to the deadline specified in the notice, applicants (who meet the evaluation criteria) should fill in items 1-14 of the Guangdong Government Outstanding International Student Scholarship Application Form, graduate students should contact their supervisors and undergraduates should contact their class teachers to fill in the comments and opinions in item 15, and submit all the required materials to their school.

（二）学部初评 College Evaluation

根据通知截止时间前，智能学部国际学生奖学金评定工作组根据申请人的学习成绩和其他综合表现进行评审，评分细则参照附件3，将符合条件的申请者进行排序，公示3日无异议后报国际教育中心。

According to the deadline specified in the notice, college will set up the student scholarship working group (with no less than 5 members), evaluate the applicants based on their academic performance and other comprehensive performance, refer to Attachment 3 for scoring criteria，rank the eligible applicants, and report the list to the International Education Center after 3 days of public announcement without objection.

（三）校区复评 HITSZ Evaluation

9月中旬，校区组成评审委员会，进行复评后确定校区拟推荐名单。校区对拟推荐名单公示3日，公示无异议后报送至广东省教育厅。

In mid-September, the university scholarship evaluation committee will conduct the final evaluation. The list of final recommended applicants will be publicly announced for 3 days, and then be submitted to the Department of Education of Guangdong Province.

（四）广东省教育厅评审 Guangdong Provincial Evaluation  

10月中旬，广东省教育厅将组织专家组对各高校提名的奖学金拟推荐人员进行评审，经省教育厅与省财厅审核后，最终确定生效。本年度奖学金的最终结果以省教育厅公布结果为准。

In mid-October, the Department of Education of Guangdong Province will organize a committee to review the recommended applicants by the universities, and the final list will take effect after being reviewed by the Department of Education of Guangdong Province and the Department of Finance of Guangdong Province. The final results will be subject to the results announced by the Department of Education of Guangdong Province.

（五）奖金发放 Disbursement

校区收到广东省的资金拨付后（约11月底），按10个月平均发放给获奖学生。

Once the campus receives the allocation of funds from Guangdong Province (around the end of November), the funds will be evenly disbursed to the recommended applicants over 10 months.

六、异议处理

对学部评审结果有异议的学生，可在学部公示阶段向学部评审委员会提出申诉，评审委员会应及时核实情况并予以答复。

Students who have objections to the evaluation results of the department can appeal to the department evaluation committee during the department's public announcement stage. The evaluation committee should verify the situation in a timely manner and provide a response.
